That Asimov thing makes sense in historical terms, though. Hair (particularly if it was loosened) of a grown woman was considered to be a sexual part of her for a long time in the West. When a girl started pinning up her hair in a bun instead of letting it fly loose, it was a sign that she was taking more grown-up duties. "Letting down your hair" was a euphemism for having sex (hence the Grimms' fairy tale of Rapunzel; she ends up having twins before marriage). The Puritans made sure to keep both girls' and women's heads covered.
