I think the idea was that cgl has cute interests and seems cute on the surface level, but she's actually vile inside. Though paper-bag-san holes a special place in my heart.
Also we're a female dominated board, so our interactions with other boards make more sense if the tan is female.

bag-head was sort of an inaccurate representing character of the board, since /cgl/ isn't so much browsed by brolitas and desperate cosplaying dudes as it is by grumpy ladies who constantly have to talk about idols and what coords are shit and which bodypaint is best and who's going to what con, etc. pink-haired /cgl/ is supposed to visually kind of look like your run-of-the-mill idoru (sometimes with anime character elements), with a horrible personality and aspects of that personality showing through a lot. i don't know. i love my bitchy board.
