How is it cultural appropriation if it's a character design from a fighting game? It's one thing to buy a kimono or yukata and wear it poorly, but I'd say character costumes which are only vaguely based on traditional garments should be fair game. Is cosplaying Kikyo or Reimu appropriation too? lol. You're still entitled to dislike it though, that's more than valid (as well as not be comfortable with revealing cosplay).

Anyway, OP sounds like he wants a dress up doll and not a girlfriend. Just pay a prostitute or something, building up a collection for a gf that doesn't even exist yet is fucking weird dude. It's ok to ask a partner to cosplay with you or for you, but that's obviously very situational. Not everyone enjoys cosplay and not everyone will feel comfortable with something like this. For example, I wouldn't mind doing something like that for my partner but they already know that because I cosplay and we've discussed it before. If they sprung it on me and brought out a whole fucking collection of costumes?? Not so much.

Not particularly. Granted, people cosplay for various reasons, but typically you try to recreate their look only (with craftsmanship being important for the people who make their costumes). With the exception of posing or maybe a recognizable quote or two, most people will not act in character at a con, it just gets weird and awkward.
