It must be tough finding shoes in your size that are suitable for lolita, as well as being comfy and not too high. These are nicest shoes I could find in your size that seem suitable. The tan ones might be a bit high for your tastes but I think they would look elegant, especially with some shoe clips/additional embellishment if you're concerned they might be slightly on the plain and conservative side - same for the plain black patent ones. I know you're very tall, but I think a very small, shaped heel can make all the difference in terms of creating a more elegant look, they don't have be be high at all. Some of these shoes are admittedly pretty pricey, seems you have to pay a premium because of the uncommon sizing, which kinda sucks. Found all the collage items here:
