What the hell is on Sweet JP's jacket? The concept art (top left) makes it look like a medal but in the movie itself the different parts seem to behave differently-

These look like ribbons to me, they're always drawn rectangular and sticking straight, not flexing with the fabric at all.

This doesn't seem to flex with the fabric either. It's variously drawn as one piece with the wings or a separate part behind it.

Typically drawn rigid but sometimes bends with the fabric. Seems to be behind the skull

Looks like paint or a patch on the fabric, à la Captain Harlock. No sign of rigidity or dimensionality as it follows the drape of the coat.

Also looked at what other cosplayers have done... they seem to variously interpret it as either pins or patches.
I know it's a bunch of drawings done by a bunch of different animators over many years so I shouldn't expect strict realism or consistency. I guess I'm more asking what would look best? Right now I'm leaning towards fabric for blue parts, then a pin for the gold shapes, then painting the skull and crossbones.
