I can't tell. One has her expression with her lips open slightly which makes cheeks less prominent, then the other is doing a kawaii desu desu smile which pinches the cheeks up. Literally, if the one on the left did the same pose, they'd look the same, just with different styles. Doesn't help they do the same makeup and both have stubby noses and use circle contacts.
