According to a friend's mom, part of why they do this is to earn money, since they charge for rentals at many festivals, but also because they believe Japanese youth have interest in traditional clothing and maintaining the knowledge that pertains to it. This particularly applies to the children of Japanese immigrants who have moved abroad, since there's so much pressure to westernize and fit in. There appears to have been a revival recently among street fashion culture, with crazy designs tying into other fashions, but it's still small and kind of niche.
