It's from Vivcore but not available anymore. There was a big drama bomb when some girl bought one and gave it a negative review, then the designer came in and said that nobody should replicate it because she designed it after years of research (even though it's just a basic short chemise a la reine that seamstresses and costumers have been making variations of for centuries) and Vivcore slowly faded from the lolita scene after that. Now she makes custom retro 50s type stuff.
Your best bet is to just commission one from a seamstress.

This is seriously one of those things if I had bought as a newb, taken to a convention swap meet/flea market thing and wait for some unsuspecting weeb to buy it up. Or post it on cosplay.com in the for sale forum or whatever it is they use these days. That's the only way you'd be able to get rid of that shit.
