Coat shopping is rather hard though they tend to add additional room for clothing, a lot of brands assume that you're going to wear quite a few layers. So anything within the mid 90cm range should be ok, just a bit roomy. I personally suggest trying to find something locally, you usually can find cute stuff everywhere now.

Though if you're going with a lolita brand based one, I suggest picking a jacket over a coat, since they tend to have overall smaller measurements.

Also while skirts fit good, I'm not exactly what you could do. All I can suggest is look for pieces that have a corseted back because at least you can tighten them for your body much better. But if you wear classical that might be a bit hard to find, though their pieces seem to drape better and look amazing on a thinner build.
