Regular hairspray doesn't work well on wigs, you have to use the really strong stuff like got2b glued or aquanet. got2b is what's used on those super anime-styled wigs like pic rel.
Supposedly watered down white glue can also be used to simulate hair gel on wigs, but I've never tried it and got2be probably the better option imo.
