If by "way bigger" you mean her tits are, then yes. It makes sense that people interpret her as fat because she has bigger tits and wide hips but those are the only places she is ever drawn bigger than the other girls in canon. Her stomach, arms, and legs are all average anime girl size. But because most people realize that tits that big on a body that size don't happen unless you have extra weight elsewhere, she's going to be interpretted as fat.

I'm not wording myself well enough but what I'm trying to get at is that common sense says she should be fat but in canon the only thing fat about her is dem tiddies.
