I met like 60% of my close friends through /cgl/ then met in real life at cons.
If you can get involved with online social groups that have meet ups at cons that is a great start. If you can't find that you can go and try to be friendly. I have met people both ways. Not all will stick into long term relationships but it is nice either way.
Pro-tip: If you see someone in a cosplay that is something you like (bonus points if it is bad to ok tier quality wise) and go talk to them about how much you love that show they will probably be really happy to chat. If they made it themselves and wore it even if it looks just okay they are doing it because they want to talk to people who like that, usually.
