I've never seen it worded that way, are you sure you're not misinterpreting things?
generally the sentiment is "if you're overly concerned/anxious about the opinions of others and don't want to stand out, maybe an outlandish fashion isn't right for you".

Although newb lolitas who get the majority of their information off /cgl/ may have a skewed view on things. with all the bait posts about lolita being ageplay or fetish-y, and the occasional lolita horror story thread, you often see posts where someone thinks the second they walk down the street in a coord they're going to be assaulted, verbally or otherwise. and that's just not true. most people won't give a fuck and the sooner people realise that, the sooner they'll feel the freedom of being able to wear what you like.
