here's a good pattern, I'd use the 2nd one
Basically you start with a standard sleeve pattern (2nd row), cut slices in it and spread them apart and trace the new shape of it (3rd row) and boom, puffed sleeve pattern

the concept of sleeves is a little hard to wrap your head around to begin with (I had a lot of trouble with it at first) but once you've gotten the hang of it you can churn them out without really thinking about it. This picture really helped me when I did my first puff sleeves!
