If you have a minimizer bra, that'll be a big help (NOT a sports bra, unless you want boobloaf). Avoid anything with a big floppy bow or jabot, as it'll make you look bigger. Mary Magdalene's Artemesia blouse or something similar to it could work really well for you; all the little frills and tucks provide the visual interest needed for a lolita outfit, but since the details are so small and lie flat they won't add any volume to your chest.
