skirt vs OP seems like a no-brainer, the skirt is usually under 20k yen and the OP is commonly closer to or more than 30k yen. If it's a rectangle skirt, then get the skirt, alter the waistband. Even a "switching" waistband of a solid matching colour doesn't seem that out of place.

It's if you're in love with a miniskirt like this and it's gonna be crotch length on you, but the OP itself may not even have enough of the striped fabric to make that odd little belt that you're in a dilemma.
