The petticoat helps to keep the skirt in shape, it's hard to tell buy pictures, becouse the pose/angle can make it look nice even without it. But you should get a petti if you want any kind of shape, even if it's small.
It need a petti to be lolita, even longer dresses do. You can still wear it, but just don't call it lolita, senpai
