The “no cat ears rule” is because most western lolitas first exposure to lolita fashion was anime cat girl drawings. Back pre 2009, the lolita community was niche, it was hard to find correct information or good examples. It was easier to say “cat ears are a no-no” than explain a million times why your Chii from Chobits cosplay isn’t lolita.
