Two questions, pic related for both. I am not as washed out as this makes me look, the lighting here is just really terrible. I'm super pale with pinkish undertones.

1) I have serious problems getting eyeliner to stay on my waterline. It's rather large, and my eyes are pretty sensitive even after a few years of wearing makeup, so they tear up really bad whenever I try to put anything on there.

2) I have massive terrible eyebags. I can usually hide the color of them with concealer (which I'm out of right now), but the puffiness never goes away regardless of how much sleep I've gotten (they're genetic, mother has them too).

Product recommendations for both? I'm making a trip to Sephora soon. My skin is really oily, and I'm prone to acne, so any face cream recommendations need to take that into account. Thanks!
