Anon do you think this method would work for making the blue scalloped trim for pic related? And then just top stitching it onto the white blouse? I really don't want to use fabric paint to make the blue trim but I don't know how else I would make it.

How do I make the blue scalloped trim? Do I need to cut and sew blue fabric to fit the edge exactly and then just sew it on top? Or is there a better way to go about this?
