I would go for accessories. I won't choose a petticoat...you never know if your recipient isn't able to fit something free-size. Why not pick some necklace or head accessory that has like, a key, a clock, bird cage, or ribbon bows on it. Or flower brooches/hairpieces. Stuff that can match any lolita outfit.
