Too many girls don't understand that almost all of Chii's skirts needed a petticoat to poof them out. But when the back of the her skirt is longer than her front, there is a dilemma of how to poof out the back of her skirt without having excess fabric in the skirt. If you don't poof the back out properly, then the extra fabric tends to hang down at a weird engle that doesn't look like the illustrations. It's actually a fairly common problem when artists draw "lolita" skirts with overskirts that defy the laws of physics (Madoka's god form is another one that comes to mind, as well as Hatsune Miku's white floor-length lolita dress version).

This girl added a hoop pannier that's longer behind than in front, which solves the problem. Not only that, she knew the insides of the pannier would be visible since the back is longer than the front, so she made it pink with ruffles, so that the pannier would blend into the skirt and look nice in photos. The only place she slipped up was that she didn't realise the extra weight from making the hoop longer at the back would upset the balance of the hoop pannier, that's why the front is flipped up and exposing her panties. You can also see how the back is much closer to her legs. I kind of feel bad for that mistake, she got so close and put in so much effort, but then she forgot this one thing about the way hoop panniers behave, and suddenly, permanent panty flash. At least she made the most of it and used colour-coordinated panties to try and cover her mistake.

To top things off, considering her girth, she should have a lot of blobby fat everywhere, but you can see that she has the proper undergarments to keep her fat in check, and she constructted the dress as a near-perfect fit to her body, and she doesn't have any puckering seams or other signs of sub-par construction showing.

It's very different from an eBay-bought costume, I assure you. And I'm not even one of the anons upthread who said it was good.
