Resort World as a whole has interesting decor throughout the property and a variety of food choices, especially the amalgamate that is Famous Foods Street Eats.
Tea Lounge at City Center is nice, but the price of their afternoon tea is as you'd expect of the strip.

These suggestions are off the strip:
Gabi Coffee & Bakery. Hands down a photogenic cafe with good coffee and tea.
Lamoon is a very cute Thai "cafe," and the food is good but you don't get enough to justify the price point.
Posted from before - Ping Pang Pong but if you want to have photos taken in fashion it might be difficult to find a spot.

If you're willing to go a little further out of the way from the strip...
Illumilatte Brew Society has some cool decor and decent coffee and tea.
Bad Owl Coffee Roasters has three locations with slight Harry Potter theming.

Would recommend you look up some of these places on Google Maps and check the photos to see if they have the aesthetic you're seeking.
