(original idea do not steal)

I'm trying to cosplay as this guy. Gonna drop a lot of money on it.

The easy parts:
-have someone custom-make a domino mask to match the white part perfectly.
-Custom-make the cape with the insides being a glittering gold cloth, with built-in shoulder pads to provide the shape
-colored contacts + black face paint behind the mask's holes
-feathered head-dress/crown combo that could be fixed to the mask

I have some important decisions to make though.

-how should I handle the jaw component of the head? That is, the head below the venetian mask? Face paint? Some kind of fabric? This is my biggest problem so far, because I want to be able to talk easily
-What's the best way to get a stiff collar that doesn't look cheesy? Just use stiff materials? All the materials I'm going to use are going to be of silky regal quality
