Oh. CdJapan offers an English site and USD rates in a similar fashion. My knowledge is most Japanese banks don't process foreign cards, but some Japanese banks will. CdJapan works through a bank that will accept foreign cards.

Most American banks except for prepaid cards and small local branches have no problem dealing with international banks and currencies. (Well-Fargo, BoA, BB&T, and so forth.)

But the transaction is still requested in yen. Many people's accounts are setup to automatically deny foreign transactions for protection and tenso won't be able to get the approval. Sometimes you have to go to your bank and say, 'Hey, approve this transaction from tenso (or whatever site you are buying from)' or ask them to remove such protection entirely.

That could be the issue. You can likely just talk to your bank and get your card set to approve a transaction from a foreign bank.
