It is pretty loose interpretation. I feel like adding more cutesy elements like some lace and round collars and sweets themed prints help make an outfit a bit more otome and less career-lady like.

I've noticed that otome-kei does have a retro feel, but that's merely because it came around when women were wearing that sort of thing (neo-Victorian, twee/mod, Mary Quant), and the look stuck.

I'll post some actual otome stuff in a second.
