I'm a different anon but I'm also doing a Rose Quartz. I was wondering if there was a way to imitate those huge tube-like curls while still having some fluidity to them. I was going to follow this tutorial but it seems like the quilting batting kind of stays in one place.

So I'm planning on making a canon (as can be) Rose Quartz dress and I'm wondering what fabric should I use.

Thinking layers of chiffon with a bit of an easy sitting cotton under.
