That dress isn't exactly "plain", there's pintucks, lace and ribbons all over it, and where the border decorations usually go, it's already made out of eyelet lace fabric.

If you really want to add gold to the dress, it might be easier to replace some of the existing bows with gold ones, or add it as jewellery.

If you really need to embroider something for this dress, you could try embroidering invidual patches and then applique them to the dress. Some butterflies appliqued to the bottom-most tier, the top part of the bodice and a few more in the headdress would work pretty well, I think.
