I didn't haggle in the malls, but yes in the markets, I was used to that from mainland china, my strategy is to offer like $1 for everything even if they ask for $100 lol.
Most of the Taobao things were in the malls, tho, I don't think you could haggle there. The stores were super awesome, they had fairy kei, mori girl, spookycute...all of the fashions had a few stores with the same Taobao clothes (pic attached). Clothes that would be around $8 on Taobao were around $16-35 in the stores. Basically if you like Taobao, HK is the perfect place for a shopping holiday. That is the main reason why I picked it to visit...
