I have to vouch for this I'm sorry. Alot of unattractive men are creeps depending on com and location. Not gonna point out specifics, but this is true in my state and com.

This weekend at a con, this home stuck cosplayer who was unattractive skinny, awful caked on gray makeup, greasy hair, and had a weird squeaky voice yet was trying to pull off a deep voice went up to random people (including me) and rubbed people on the shoulder, and asked for hugs and then follow and poke people in weird places people until they did. It was majority females, but males were also targeted. I felt sorry for alot of them because I witnessed others encounters with him and you could tell they felt awkward and tried nicely rejecting yet he kept insisting in a creepy way.

Guys who are unattractive can and cannot be creepy. I know alot of unattractive guys (no offense to them) and they are not creepy and know their limits. It depends on how you act towards someone in the end.

This honestly goes for anyone, attractive or unattractive, if you don't want to come off as a creep and have awkward conversations or weird looks toward you, don't do anything that might set it off. It's so simple. If a girl/boy looks uncomfortable, step away and give them space.
