The top tier is nearer your waist, so it can be smaller. I think 3 yards in the top tier is a lot, but I guess it's up to you if you want a poofier dress. I'm actually pretty sure there's a Meta dress out there that has that much fabric in it, but I cannot seem to find it the pic where the girl held it out to her sides and it made a circle skirt shape. The girl who posted it did say the dress was very heavy, though.

If you're just doing 2+yards in the top and 4~5 yards in the bottom hem, a lot of Angelic Pretty tiered dresses have that measurement. So you should be okay with a regular petti at that width, so long as you aren’t using something heavy like velvet or denim.

fwiw Bodyline’s older tiered skirts had something like 1.5yards in the top tier and they always sat funny on me, so I’d say don’t make the top tier too small.
