brushing out yarn into fluff would probably be the easiest and cheapest option, it might be time consuming once but put on an episode of tv while you do it then that's the only step for it. a thing of shitty yarn is way cheaper than buying foam and paint etc. tie a lot of strands around the headband, brush away, and shape with hairspray.
alternatively consider mini decorative pine trees lol
