I did think the skirt callback to Redglare was neat. I meant that wearing thigh-highs that left a gap between your hip and the stocking would draw attention to your thighs in particular.
Looking at the original design some more, I think the vertical lines of the skirt conflict with the horizontal lines of the jacket (which I like, since they remind me of a dragon's belly). Question about the jacket - is that a gap in the front, with the flaps held together by the straps?

I got carried away and looked up "lusus cosplay" and pictures of dragons, and found what I liked from the two recognisably-lusus outfits.

So knowing nothing about your body type except for your thighs (though I feel you anon, I gots cyclist thighs), I threw down a sketch for you. She has dragon elements (face spike-fins, clawed gloves, wings, tail) and Pyrope elements (horns, glasses, hair). Though if you didn't want your wig to get confused with a troll, you could style the hair straight back and spiky (think Tooth from Return of the Guardians).
The pants are meant to be form-fitting and tight, but they could be substituted with a miniskirt and stockings. I feel like at least one element of a dragon lusus cosplay (the jacket, if you would) should be made of scaly leather (like snakeskin). With an outfit that's all/mostly white, you need texture to break it up and keep it interesting and not look like a semen blob.

I won't take it personally at all if you find this weird and awful; it was a fun personal exercise.
