Can anyone give me a quick rundown on how most Lolita brands turn photos into parts of their prints?
I saw recently people comparing a photo from Meta that they took from Marie Antoinette and gave it that signature Lolita print style.

Just trying to figure out how that is done so I can make my art better and maybe use some old stock images at the same time.
