If you search 'postal act parcel force', it makes for an interesting read. Basically, people's interpretation is that once HMRC custom charges are paid, Parcel Force have no right to withhold your parcel. They can send an invoice to you for their own fee, but they have to hand the parcel over if HMRC's fees have been paid.

I actually used this knowledge to my advantage a few times, and each time they handed the parcel over. I didn't receive an invoice once. I think a lot of it depends on how persistent you are, as well as how stubborn the PF worker at your deport is.
