Sweet is still sweet. OTT simply stands for Over The Top, what the young ones nowadays call being "extra".

It's the same candy pastel dresses, but when you start adding "extra extra" things like candy pastel wigs and huge bunny ears or some other eye-catching stuff, then it becomes OTT. OTT simply means a coord is "extra extra". Does that make sense?

Here's the same Cherry Berrry Bunny, normal sweet coord. Nothing a lot different except she's using her own hair, so it looks a lot less extra than the models wearing wigs styled as giant bunny ears.
