I have two sets of horns that were straight up model magic, sanded and painted. Then I made another set that was a tin foil core covered in paper clay. I used hot glue to create a texture over the clay before I painted. I think that's what I'm going to do with my horns from now on, I really liked how it turned out. Pic related, I think it should be big enough for you to see the texture on the horns.
