They're everywhere and incredibly springy. For bell skirts I put a shorter petti on top to get a rounder shape. For heavy/long jsks i pull them up a bit further on my waist and a shorter, fuller on the bottom (more tutu style?) petti under it. The skirt pictured is pretty thick and heavy.
