Wearing a second gambeson over the maille was actually a thing, and I think he was referring to that. Otherwise, the only thing I can imagine about wearing your gambeson over the chainmaille with no padding underneath is CHAFING.

I guess I'll contribute dumping some great reenactment kits pictures I found and saved. This one is more or less the typical loadout italian communal militia wore from the 1000 onwards till the end of such institutions.
This guy is Fabrizio Caldarelli, an italian artist and reenactor.
