OP, I like it. It's rather cute.

Hair is well done
The bow is not a cheap thing but a nice lovely velvet
The brooch is nice and small and not all cheap toy looking.
The dress is a lovely blue
The tights add interest
The socks look cute
The shoes are tasteful and add a pop of red to match the bow

The school bag purse is a nice touch as Usagi is sometimes seen with one

All in all it's a nice theme without going overboard on any of it.

No long white gloves, no long red boots, no shitty wig, no too short skirt, no comically large bow. It could have gone wrong in a lot of places but it didn't.
