Requesting some help and a general tutorial thread!

My younger sister just got into anime and now wants to start cosplaying and chose Cardcaptor Sakura. Since she knows I cosplay, she requested I help her make the dress in the pic related. However, I usually stick to more simple things like school uniforms, so Clamp's ridiculously poofy designs have me stumped. How do I translate the dress into 3D without it losing all that volume? Besides getting the mother of all petticoats, I'm not sure how to approach this. help?
