Himaruya was playing around with designs and came up with 2P designs for some of the Nyotalia nations (Axis Powers, Allied Powers, Prussia) as well as the male Axis Powers and noted that they reminded him of an evil organization of some sort.
The rest of the fandom came up with the designs for other characters and injected personality, background information, etc.
Anything beyond the designs by Himaruya is fanon.

Beek doesn't give a fuck for 3P. Like.. she doesn't attack those who run 3P askblogs, but she doesn't interact with them either.

Eh.. my whole stance on the Beek deal is that a lot of the shit she does is, yes, annoying, but even she can't really control her psycho white-knights. I really don't like all the fat designs she does, though. I can understand wanting to feel comfortable about yourself and shit, but how about some diversity up in here.
