diff anon but there are plenty of other pictures where they are raised and not flat. In most of Sadamoto's spreads he draws them as raised pieces. (this picture isn't one of those obviously, but you want some of his official art for either release, it's a pretty easy google search)

uh have you actually seen the series/movies? The entire chest piece up to the collar is usually depicted as rigid, like an armor piece. The backpack, the arm covers, the plugs under the breasts and on the shoulder pieces, the wrist rings... those are all '3D' parts of the suit.

yeah i agree you can tell it's a thin layer ontop, maybe it should be thicker, but it probably would wrinkle weird when someone moved in it.
