I've tried my absolute best to come up with a coherent explanation, but I'm sure it's lacking, so if some things aren't clear, I apologise;
Essentially, you've got a double breasted coat, with a decorative panel at the centre (blue) shawl collar and a gunflap (that bit on the shoulder, pink on the diagram), and cuffed sleeves (top right pic). The sleeves are straight forward, nothing to add. Bear in mind that it's a masculine cut coat (i.e. it's meant to be closed left over right).
The bottom pic shows how the middle panel could be done- starting with a regular DB coat pattern, you would cut out a panel from the bottom front, on each side. The rest of the coat would be done as normal, except you'd want to have the closure be hidden, snaps would work for that. You would then make the front-centre panel (blue on the diagram) as a separate part, which would be attached to the coat front with buttons.
The gunflap could be made separately and topstitched to the coat before attaching the sleeves, but after making the main 'body' (front, sides, back and collar). The idea would be to attach it at the shoulders and armscye, but to leave it free at the middle (top left pic), so it can be lapped over the middle panel, and fastened to it underneath the collar (with a snap?).
