This has been sitting in my closet for over a year and I'm still at a loss for how to coordinate it. Do I treat it like a JSK or a skirt? At what point does a blouse/cutsew become too fancy to wear with it?

I got this during the rerelease and I wish I'd gone for the OP or JSK instead. I just never wear this.

How much would I get for this and how likely would it be that someone would want to trade the OP or JSK for this + cash? I wouldn't want to part with this unless I had an extremely good chance of acquiring the OP or JSK shortly afterward.
