/cgl/ - Cosplay & EGL

I have a dumb question regarding dressing for your body type. Pic related pops up every now and then on cgl and is also on lolitaguidebook.
As someone with a V-shaped body I should avoid things that draw attention to my upper half and anything that cuts my frame in a diagonal line, which means not going to wild with frilly blouses. What exactly do they mean by decoration on the bust/blouse then? Something like necklaces and idk what else ?
