Can someone explain what kind of skirt this is? I want to give it a pancake tutu-like shape instead of a droopy shape but I'm not sure how to emulate that. Maybe a 1.5 circle skirt gathered down to a full or .75 circle and then add a wire hoop? If possible I'd like to avoid circle skirts because of yardage annoyances though.
