I'm looking to make a cosplay for Hajime from Gatchaman Crowds, but I want to make her skirt look as puffy/floaty it is in the show. How would I go about doing that WITHOUT using petticoats?

Also any good tips on stuffing your chest? I'm flat as a board and... Hajime is not (left uniform pic obviously. Tho the gatchaman form would literally be the best cosplay ever)
