I can see those working for punk lolita and maybe oldschool gothic lolita but they're not very elegant or feminine looking so you have to know what you're doing to pull them off.
It's kind of difficult to explain what makes one pair of shoes better and more "lolita-friendly" than another but if we're talking about lace up boots for gothic then I'd go with something like pic related for example.
