A good time to wear lolita is a time where you'd see a normal girl wear heels and do her hair nicely. Some malls, museums, restaurants, etc are appropriate for a normal lolita outfit I'd say. Some colleges and towns/cities (hanging out with friends in Los Angeles, for example) are alright too.

Personally I dress in general jfashion daily and I pull out my lolita for when I head out of town to chill with my pals in LA. For daily wear, plainer is more ideal. Pic related. Note the shoes and hair accessory, as well as the muted colors and silhouette.
